The watering budget is used to increase or decrease the amount of time the program selected will water.

Example:

If you have a program set to run a zone for 10 minutes, then at 100% watering budget, the program will do just that. If you were to change the percentage to 50% then the program would now water for 5 minutes. The same goes for if you set it to 150%, it would then run for 15 minutes instead of 10 minutes.

This is mainly used as a way to decrease or increase the amount of time your program will water without having to change each run time associated with the program.
